Following an era dominated by neo-liberal ideologies and structural adjustment policies, new governments inclined towards the center-left have come into office across Latin America. This is happening at a time when a growing array of social movements, NGOs, international organizations and other social actors and institutions are increasingly competing for access to decision-making and political power. State authority is thus being challenged from below and above, as contradictory, yet innovative, sociopolitical practices and other forms of political authority and citizenship are emerging.
