Reorganization of foreign offices and networks abroad, externalization of functions which the State does not want any more or cannot deal any more, in particular in the cultural and commercial domains, the diplomacies are touched, almost everywhere in the world since about fifteen years, by movements of reform intended to adapt them to the international turnovers which affected the end of the 20th century.
This colloquium organized by historians will also bring in politists, sociologists and former practitioners of the international relations who will agree to bring their testimony or to react to our working hypotheses.
