The Deputy Minister of Foreign Affairs, Leonard J. Edwards, is pleased to announce that the O.D. Skelton Memorial Lecture for 2007-8 will be given by the distinguished Canadian soldier and statesman John de Chastelain. General de Chastelain’s lecture will be entitled “‘Jaw-Jaw Better than War-War’: Perspectives on Negotiation and the Northern Ireland Peace Process, 1994 to 2008.”

The lecture will take place at 6 p.m. on Wednesday, 27 February 2008, in the Marcel Cadieux Auditorium of the Lester B. Pearson Building, 125 Sussex Drive, Ottawa. A brief question period will follow the lecture. Simultaneous translation will be available throughout the proceedings.

Everyone is welcome to attend this event and there is no admission charge. Please note, however, that there are no reserved seats. The Marcel Cadieux Auditorium is wheelchair-accessible. Please note that there is very little public parking at the Pearson Building.

About the speaker

John de Chastelain was born in Romania and educated in Scotland and at the Royal Military College of Canada. His military appointments have included commands of the Canadian contingent in the United Nations Force in Cyprus and a Canadian Mechanized Group in Germany, as well as senior responsibilities at the Department of National Defence, where he served twice as Chief of the Defence Staff. Before he became involved in the peace process in Northern Ireland, General de Chastelain represented Canada as Ambassador to the United States.

Since 1997, General de Chastelain has been Chair of the Independent International Commission on Decommissioning, which reported in September 2005 that the IRA had “met its commitment to put all its arms beyond use.” He helped forge the Belfast Agreement, the blueprint for peace in Northern Ireland signed on Good Friday, 1998. The Agreement culminated in elections to a Northern Ireland Assembly in March 2007, which were followed by the formation of a new government based on a power-sharing arrangement involving the principal parties.

For his diverse and significant contributions to Canada and the world, General de Chastelain was named to the Order of Canada in 1993. He has also received numerous Canadian and international awards, decorations, and honorary degrees.

About the O.D. Skelton Memorial Lecture Series

This will be the 13th O.D. Skelton Memorial Lecture and the fourth to be held in Ottawa. The series encourages a scholarly examination of topics within the area of Canada’s international relations. Inaugurated in December 1991, it honours Dr. O. D. Skelton, a prime architect of the Department of External Affairs (now Foreign Affairs and International Trade Canada) and of Canadian foreign policy.

Conférence commémorative O. D. Skelton, Ottawa, 27 février 2008

Le sous-ministre des Affaires étrangères, M. Leonard J. Edwards, a le plaisir d’annoncer que la conférence commémorative O. D. Skelton pour 2007-2008 sera prononcée par un éminent militaire et homme d’État canadien, John de Chastelain. Le thème de la conférence du général de Chastelain sera « Le face-à-face préférable à la guerre : perspectives sur la négociation et le processus de paix en Irlande du Nord de 1994 à 2008 ».

L’exposé aura lieu le mercredi 27 février 2008 à 18 h, à l’auditorium Marcel Cadieux de l’édifice Lester B. Pearson, au 125, promenade Sussex, à Ottawa. Il sera suivi d’une brève période de questions. Un service d’interprétation sera offert tout au long de la conférence.

Tous sont les bienvenus à cet événement et l’entrée est gratuite. Veuillez cependant noter qu’il n’y a aucun siège réservé. L’auditorium Marcel Cadieux est accessible aux personnes en fauteuil roulant. Par ailleurs, veuillez prendre note qu’il y a très peu d’espaces de stationnement public à l’édifice Lester B. Pearson.

À propos du conférencier

John de Chastelain est né en Roumanie et il a étudié en Écosse et au Collège militaire royal du Canada. Parmi ses nominations à des postes militaires, mentionnons celles de commandant du contingent canadien de la Force des Nations Unies à Chypre et d’un groupe mécanisé canadien en Allemagne. Il a aussi assumé des responsabilités de gestion au quartier général du ministère de la Défense nationale, où il a occupé à deux reprises le poste de chef d’état-major de la Défense. Avant de participer au processus de paix en Irlande du Nord, le général de Chastelain avait aussi représenté le Canada en tant qu’ambassadeur aux États-Unis.

Depuis 1997, il est président de la Commission internationale indépendante sur la démilitarisation, laquelle a déclaré en septembre 2005 que l’IRA « avait respecté son engagement de mettre tout son armement hors d’usage ». Il a participé à l’élaboration de l’accord de Belfast, le plan pour la paix en Irlande du Nord, signé le Vendredi saint de 1998. Cet accord a mené à des élections à l’Assemblée d’Irlande du Nord en mars 2007, qui ont été suivies par la formation d’un nouveau gouvernement qui repose sur une entente de partage des pouvoirs impliquant les principaux partis.

En raison de ses contributions aussi importantes que diversifiées au Canada et au monde, le général de Chastelain a été décoré de l’Ordre du Canada en 1993 et il a reçu un grand nombre de prix, de décorations et de diplômes honorifiques au Canada et à l’étranger.
