Transitions in Utility Infrastructures

Utility infrastructures encompass physical networks associated with telecommunication, water, energy, and transportation. In the past the governance of these networks was geared towards utilisation with effectiveness as main objective to be able to provide society with required services. At the end of the last century this attention for effectiveness was shifted towards economic efficiency with the advent of market functioning in utility infrastructures. At this point infrastructure based markets occurred with their own specific properties and associated market rules. Thus, the governmental regulated regime was partly converted into a free market based regime leading to a transition in the governance, operational management and regulation of infrastructures.
