Taxes define durable structures of inequality, delimit the capacities of the state, and affect social behaviors from marriage to philanthropic giving. Conflict over taxation has been a driving force in history from the French and American Revolutions to the tax cuts of the George W. Bush administration, and it continues to drive competition among states in a globalizing world.
