Human rights issues continue to stir the conscience of humankind. While human rights violations assume ever-newer forms, socio-economic constraints continue to elude a credible system to prevent, and respond to, most human rights violations in developing countries. The recent Tsumani disaster is only the most recent one of the many of its kind, if not also of its scale, that proves the point. This is not to say that states’ attitude is of no consequence. For one, the increasing need felt for devising means for a time-bound implementation of international human rights instruments testify to the fact that states have thus far failed to fulfill their human rights obligations. The issues that emerge therefore are not just legal, but encompass an array of policy questions, such as nutrition policy, public distribution system, food security, public health and education. To discuss these issues the law school is organizing an international conference.
