This colloquium explores the interdependency between military commanders and civilian administrators in peace and stability operations through the experiences of two leaders—one military and the other civilian—present together in Bosnia during the same period of time. For the first hour, the speakers will address what worked in the military-civilian relationship and what did not work, with an eye toward influencing behavior on the ground in future operations. The remainder of the session will focus on the following: Is it realistic for civilians to think they can rebuild a fractured society without the presence of military forces to maintain security? Is it realistic for the military to think they can rebuild a fractured society without the presence of civilian experts? Where do we go from here?
