First Biennal Conference of ASBAD(Association Sénégalaise des Bibliothécaires, Archivistes et Documentalistes)
December 12-14, 2002
The first edition of the biennal conference is placed within the partnership between ASBAD (Association Sénégalaise des Bibliothécaires, Archivistes et Documentalistes) and CINU (Centre d'Information des Nations Unies) in Dakar, which organizes every year, since 2000, a day of information and sensitization on the importance of the United Nations documentation.
Information for Development and African Integration: Contribution of Information-Documentation Professionals.
In deciding to organize the first scientific conference on this theme,
I-D professionals, ASBAD, in partnership with CINU, intends to make a significant contribution to the construction of Africa. ASBAD finds the relevance of the theme in the new unity dynamism of african countries which is expressed in a set of initiatives, of which the most important one, is now the New Economic Partnership for Africa Development (NEPAD). Still, we can't stress enough that these initiatives that are some multidisciplinary programs, will only know a positive outcome if Information-Documentation, as a basis of all actions plays a major role. Consistent data in the various fields of health, economy, education, new technologies, law etc., will prepare our leaders for the new negociations with the North.
1 –Which management of information resources generated within the big cross-border projects and programs ?
One of the major elements of the NEPAD being the construction of the african basic infrastructures, the reflex of I-D professionals will be to wonder for the outcome of the documents generated in the execution of these cross-border projects and programs. The absence of a suitable legislator, is it not a questionning of professionals for an appropriate answer taking into account the errings ways of the past? Besides, the economic and scientific development of Africa will pass by an exploitation and a capitalization of available mine of knowledge on the continent and in the world. Then, to accelerate the african integration,decision-makers must work at the harmonization of national I-D policies in regional levels, that, thanks to information and communication technologies will constitute the framework of the future African Digital Library (ADL) .
Which training for the management of and access to digital information ?
Considering the technological and pedagogical changes, what are the trainings to devise (for professionals and users) so that the African professsionals play a dynamic part as mediators and interfaces of decision-makers and actors of development of the continent in the labyrinth of the cyberworld ?
Which tools and products to use to contribute to the implementation of strategic information systems in Africa ?
Thanks to the invention of the big worldwide networks of communication, the strategic information for decision in several fields has proved to be of paramount importance ever witnessed in the past. The example of the economic intelligence is enough enlightening (industrial spying, monotoring competitive and informative development, etc. )
Which part can professionals play to place at the disposal of african decision-makers the most reliable and recent information, permitting them to decide with full knowledge of the facts ?
Role and position of professionnals in the formulation and implementation of these new regional policies in general and those concerning the scientific and technological information in particular
The African integration should be above all the putting in common of ressources and expertise. However it is unfortunate to note the lack of dynamism in exchange between African countries. Which contribution can we bring in the reflection on the regional and pan-african new policies in general, and the scientific and technical information in particular?
The role of the United Nations and the economic development of Africa through the NEPAD
The United Nations Organization has always backed Africa in its efforts of development, as testifies the creation of the United Nations Economic Commission for Africa since 1958, that gathers today a huge documentary collections on subjects related to economic and social development of the continent. The specialized institutions of the United Nations are present everywhere in Africa and produce a documentation of quality on all the countries. Professionnals of Information-Documentation, the specialists and advocates of the NEPAD, as well as the african decision-makers should not be unaware of this precious capital that will be dealt with in a roundtable.
The Conference will consist of plenary sessions during which speakers whose communicaations will have been selected will present papers in relation to the above described theme. Every intervening party will have 20 minutes to present his/her paper. An half-hour debate will follow every set of interventions.
Attendees will have the opportunity to present posters illustrating their works during the break of the conference sessions. Posters should be 1.25 meters wide and 1.1 meters long and be displayed on a noticeboard.
Propositions of communications (in the shape of a summary) and Curriculum Vitae should be submitted no later than September, 30, 2002. Selected communications should be available no later than October,30, 2002, required time limit. Any disposal of communication sent outside time limits will involve its annulment. The summary must be ready for reproduction and be printed in A4 paper format (210x297mms), with a spacing of 1.5, Time New Roman characters of size 12 and margins of 33 mms. The title and name(s) of the author(s) must precede the text. The text must be in PDF format and not exceed 300 words.
All copies must be sent to the address below. Communications will be published in full text (PDF format) on ASBAD web site.
Registration fees amounts to ten thousand (10.000) CFA for ASBAD members who have already paid their annual subcriptions and twenty thousand (20.000) FCFA for others. The organizing committe accepts the payments of the attendance fees by instalments. However, the last remittance should arrive imperatively before September 30, 2002.
