I accept my nomination by Professeur David Robinson FOR REELECTION to the H-Net Council. I replaced our Colleague Dennis Hidalgo as he resigned, and i served the last months at the Council. I apply now for a three year term to serve at the H-Net Council.
I am a Researcher at the French "Centre National de la recherche Scientifique", working in Senegal since 1966. My work has concerned with the history of Senegal, particularly on the history of health during 15 last years, elong with the right to health and the issues of medical ethics for the last five years. Some of my publications on AIDS appeared in "Africa Online Digital Library" (AODL managed by MATRIX), and the majority of the others - not only those which relate to AIDS, but also on historical and anthropological subjects - will be accessible soon on the sites of the Department of history of Dakar, CODESRIA and SIDANET. I am now a part of the digital library project, TICFIA, based at MSU and funded by the Department of State's Office of Educational and Cultural Affairs, on + Diversity and Tolerance in the Islam of West Africa: Creating Online Resources of Peaceful Muslim Practice ;, and am in charge of a gallery devoted to the "Inter-religious Dialog in Senegal. I built also, and, in April 2005, I put online a new website on my major research field "Law, Ethics, and Health in Africa, supported by Agence Universitaire de la Francophonie. I am thus very committed in projects aiming at developing Internet sites in Africa diffusing scientific content, while preserving older scientific publications and activities in traditional formats.
For four years I have been the lead editor for H-West-Africa which has experienced a noticeable expansion and counts now 700 members. The participation of African researchers has been strenghthened considerably, but even more efforts are essential, to support a broader participation of African colleagues. The establishment of the editorship in Africa, and the management of this forum from Dakar, in connection with the University Cheikh Anta Diop and the West African Research Center have made a big difference in these advances.
For management of HWA, i have taken various initiatives during these years, reaching several major objectives: - to better disseminate information and the results of research undertaken in Africa, and especially in the Universities and the research centers established in West Africa ; - to support discussion from the African and many other perspectives, including the perspectives of political history, anthropology, sciences, human rights, demography, linguistics, sciences of religions, social sciences of health, etc. - to propose content and to initiate exchanges between anglophone and francophone researchers. - to support and encourage the participation of researchers of the continent in the current debates, by relaying information on the international manifestations, meetings, conferences and publications of the members.
As one can note by a qualitative analysis of the contents published during last years on HWA, it was possible thanks to these initiatives to promote an active policy of collaboration and exchanges of messages between the sister lists devoted to Africa, which can undoubtedly improve further. But more largely, bonds were created with several other H-Net thematic lists like H-Environment, H-History of Sexuality, H-Slavery, H-Science, Medicine & Technics, H-Atlantic, H-Migration, H-Migration, H-Law. Extremely enriching discussions were developed and made it possible to gather contributions on several topics, to constitute "collections" starting from the exchanges between members of various H-Net lists.
Following these initiatives, and in order to reinforce them, my participation in THE H-Net Council should thus help considerably to continue these efforts to disseminate more information relating to history and African societies, to develop the sharing of knowledge between researchers and to also contribute to take initiatives, in strong connection with H-Net, to create in Africa poles of creation and diffusion of knwoledge and scientific materials in electronic form.
I thus wish to be part in the Council of H-Net for the three next years to make new proposals there and especially to ensure a representation of Africa in the Council, that in order to also request efficient support, and, above all, to ensure a larger and a better representation of Africa in the scientific debates and reflection on the common future of the world.

J'ai accepti ma nomination par le Professeur David Robinson, et j'ai proposi ma candidature pour une ilection au Conseil de H-Net. J'ai remplaci notre collhgue Dennis Hidalgo aprhs sa dimission et ai servi au Conseil au cours des mois passis. Je prisente ici ma candidature pour un mandat de trois ans au service du Conseil de H-Net.
Je suis chercheur du Centre National de la recherche Scientifique, travaillant au Sinigal depuis 1966. Mes travaux ont porti sur l'histoire du Sinigal, particulihrement sur l'histoire de la santi au cours des 15 dernihres annies, ainsi que sur le droit de la santi et l'ithique depuis cinq ans. Un bon nombre de mes travaux sur le sida ont iti versis sur "Africa Online Digital Library" (AODL, partie de MATRIX ` MSU), et la plupart des autres - non seulement ceux qui portent sur le sida, mais aussi sur des sujets historiques et anthropologiques - vont jtre accessibles bienttt sur les sites du Dipartement d'histoire de Dakar, du Codesria et de Sidanet. . Je suis engagi dans le projet de bibliothhque numirique TICFIA, basi ` MSU et financi par le "Department of State's Office of Educational and Cultural Affairs", sur + Diversiti et Tolirance dans l'Islam ouest africain : crier des ressources en ligne sur les pratiques pacifiques musulmanes ;, et je suis chargi de la galerie consacri au dialogue inter-religieux au Sinigal. J'ai igalement construit et mis en service en avril dernier un nouveau site internet sur le thhme "droit, l'ithique et la santi", abriti par l'Agence Universitaire de la Francophonie. Je suis donc trhs engagi dans des projets visant ` divelopper des sites internet en Afrique diffusant des contenus scientifiques, tout en conservant des activitis plus anciennes d'idition scientifique sur des supports classiques.
J'ai assuri depuis quatre ans la charge d'iditeur de H-West-Africa qui a connu un diveloppement notable et compte maintenant presque de 700 membres. La participation des chercheurs Africains a iti renforcie considirablement, mais encore plus d'efforts sont indispensables, pour favoriser une participation plus large des collhgues Africains. L'implantation et la gestion de ce forum ` partir de Dakar, en liaison avec l'Universiti Cheikh Anta Diop et le West African Research Centre, ` Dakar, ont iti importants pour avancer dans ce sens.
Pour la gestion de HWA, diverses initiatives ont iti prises au cours des ans passis, traduisant plusieurs objectifs majeurs : - mieux diffuser les informations et les risultats des recherches menies en Afrique, dans les Universitis et les centres de recherche implanties en Afrique de l'Ouest - favoriser des discussions dans une perspective africaine et pluridisciplinaire, incluant outre l'histoire, l'anthropologie, les sciences politiques, le droit, la dimographie, la linguistique, les sciences des religions, les sciences sociales de la santi. - proposer des contenus et susciter des ichanges entre chercheurs anglophones et francophones. - favoriser et encourager la participation des chercheurs du continent dans les dibats actuels, en relayant les informations sur les manifestations internationales, rencontres,colloques et publications des membres.
Comme on peut le constater par une analyse qualitative des contenus diffusis au cours des dernihres annies sur HWA, il a iti possible grbce ` ces initiatives de promouvoir une politique active de collaboration et d'ichanges de messages entre les listes s&urs consacries ` l'Afrique, qui sera sans doute ` amiliorer encore. Mais plus largement, des liens ont iti criis avec plusieurs autres listes thimatiques comme H-Environnement, H-History of Sexuality, H-Slavery, H-Science, Medicine & Technics, H-Atlantic, H-Migration, H-Migration, H-Law. Des discussions extrjmement enrichissantes ont ainsi pu se divelopper et ont permis de rassembler les contributions sur plusieurs thhmes, pour constituer des "collections" ` partir des ichanges entre membres de diverses listes.
Suite ` ces initiatives et pour les renforcer, ma participation au Conseil de H-Net devrait donc aider considirablement ` poursuivre ces efforts pour diffuser davantage d'informations relatives ` l'histoire et aux sociitis africaines, ` divelopper le partage des savoirs entre les chercheurs et ` contribuer aussi ` susciter des initiatives, liies ` H-Net, pour crier en Afrique des ptles de constitution et de diffusion des savoirs sous forme ilectronique.
Je souhaite donc participer durant les trois annies prochaines au Conseil de H-Net pour y faire des propositions nouvelles et surtout pour assurer une reprisentation de l'Afrique dans le Bureau de H-Net : cela en vue de solliciter aussi des appuis nicessaires, qui permettront une plus grande et une meilleure reprisentation de l'Afrique dans les dibats scientifiques et dans les instances de riflexion sur l'avenir commun du monde.
